Introduction
In line with the techniques used in software development, DCSA has incorporated user stories and use cases into the standards development process to support the digitalization efforts of the shipping industry. Both user stories and use cases serve the purpose of capturing and documenting requirements, but they differ in granularity, level of detail, and the stages of the development process in which they are most prominently used. They are complementary (one or more use cases may support a user story and vice versa) and can be used together to provide a comprehensive understanding of software requirements. In this section, we will focus on user stories.
User stories are typically concise, informal descriptions of a feature or functionality written from an end user’s or stakeholder’s perspective. They express the needs, goals, and expectations of users in an easily understandable way, ensuring the delivered product meets the intended requirements. In standards development, this translates to creating testable acceptance criteria to validate that the standard is correctly implemented and achieves its intended purpose.
The next section outlines the Port Call user stories that DCSA used as the basis for developing the standard. The supporting use cases are defined in the dedicated Port Call use cases section.
User story examples
Berth
1. As a terminal or port authority I want that the carrier shares the estimated time of arrival berth so that the terminal knows when the vessel expect to arrive at berth
- As a carrier I want that the terminal shares the requested time of arrival berth so that the carrier knows when the berth will be available
3. As a terminal or port authority I want that the carrier shares the planned time of arrival berth so that the terminal have a confirmation of the planned arrival at berth
- As a terminal or port authority I want that the carrier shares the actual time of arrival berth so that the all stakeholders are informed of the vessel arrival at berth
5. As a port authority or terminal I want that the carrier shares the estimated time of departure berth so that the port authority can plan nautical services for the vessel departure.
6. As a carrier or terminal I want that the port authority shares the requested time of departure berth so that the all stakeholders can plan the vessel departure activities.

Pilotage
9. As a port authority or carrier I want that the pilotage service provider shares the estimated time of start pilotage so that the port authority knows when pilotage service provider estimates to attend to the vessel. Berth facility & location to be used in case of shifting from one berth to another.
10. As a pilotage service provider I want that the port authority shares the requested time of start pilotage so that the pilotage service provider knows when the pilot is required to attend to the vessel. Berth facility & location to be used in case of shifting from one berth to another.
11. As a port authority or carrier I want that the pilotage service provider shares the planned time of start pilotage so that the port authority can communicate requested time of arrival pilot boarding place (along with planned time of stat towage). Berth facility & location to be used in case of shifting from one berth to another.
12. As a port authority or carrier I want that the pilotage service provider shares the actual time of start pilotage so that the stakeholders are aware pilotage has started. Berth facility & location to be used in case of shifting from one berth to another.

Shore power
71. As a carrier or port authority I want that the shore power service provider shares the actual time of start shore power so that the all stakeholders are aware when the shore power plug is connected.
72. As a carrier or port authority I want that the shore power service provider shares the actual time of completion shore power so that the all stakeholders are aware when the shore power plug is disconnected.
Sea passage
73. As a port authority or pilot I want that the carrier shares the actual time of completion sea passage so that the port authority knows that the vessel is ready to proceed to pilot boarding place

a. As a container carrier, I want to be able to share with a terminal the high-level number of expected moves per terminal call data that could include total restow moves, total moves, total load moves, total discharge moves, so that the terminal is able to plan their resources.
b. As a container carrier, I want to be able to share with a terminal the more granular number of expected moves per terminal call data including splits by container type (20’, 40’, OOG, Plugged Reefer 20’, Plugged Reefer 40’), so that the terminal is able to plan their resources.
c. As a container carrier, I want to be able to share with a terminal the more granular number of expected moves per terminal call data distinguishing moves of empty containers and laden containers, so that the terminal is able to plan their resources.
d. As a container carrier, I want to be able to share with a terminal the updated number of expected moves per terminal call data at not defined intervals, so that the terminal is able to plan their resources.
e. As a container carrier, I want to be able to share with a terminal the number of expected moves per terminal call data, always specifying if the moves are for all the vessel or for specific carrier, so that the terminal is able to plan their resources and determine if needs to collect moves from other carriers.
f. As a container carrier, I want to be able to share with a terminal the service partners in a vessel, so that the terminals is able to determine from what carriers needs to collect moves if the moves are not provided for all the vessel but for a specific carrier.
Cancel a service
86. As a service provider or port authority I want that the carrier shares the cancel of a service so that the stakeholders are aware the service is cancelled and will not occur.
Omit a port call
87. As a port authority or terminal I want that the carrier shares the omit of a port call so that the stakeholders are aware the vessel will not call the port.
Omit a terminal call
- As a terminal or port authority I want that the carrier shares the omit of a terminal so that the stakeholders are aware the vessel will not call the terminal.
Decline a port call service
- As a service provider I want that the service consumer shares the declining of a service so that the stakeholders are aware the service can’t be performed as informed.
